can animals be art?

this article asks whether animals can be art and profiles two artists, julian charriere and julius von bismarck, who spray painted pigeons and set them free in venice. according to charriere, the painting process did not harm the birds. 


is this art? I'd have to say yes. is this inhumane? I'm not sure. I don't think the vibrant coloring would make it more difficult to survive as a pigeon in an urban area, but I'm not all that familiar with the threats they face. should we spraypaint animals who have no say in the matter? I don't really see why not, especially considering we spay and neuter pets against their will everyday.  (not to mention the horrible costumes we force them to wear)
